My hair is always frizzy underneath...?

I use conditioner every day, I never straighten my hair, and I use a good shampoo, but my hair is still frizzy. On the top it's smooth, which is why it's weird that it's frizzy underneath. Why is my hair this way? Any suggestions on how to make it smooth underneath like the top?
